The Supreme Council of the Army expressed its compliance "in consideration of the national interests of superior order", although it did not refrain from expressing its contrary opinion. Some other high military commanders expressed their opinion that Suarez had "lied" to them in the meeting they had had with him on September 8 and that he had "betrayed" them. Thus, the legalization of the PCE became a "neuralgic point of the transition" because "it was the first major political decision taken in Spain since the civil war without the approval of the army and against its majority opinion".
